The Office of Business Opportunity certifies Minority, Women, and Persons with Disabilities Business Enterprises, Small Business Enterprises, and Disadvantaged Business Enterprises (MWPDBE, SBE and DBE). For information on becoming certified as a Disadvantaged Business Enterprise (DBE), go to DBE Certification (.html). The Small Business Enterprise (SBE) certification program is race and gender neutral. SBE certification is reserved for construction related firms only.
Prospective applicants are encouraged to attend one of the weekly Pre-Certification Workshops offered each Thursday at 2:00 p.m. in the Office of Business Opportunity Office located at 611 Walker St. 7th Floor Houston, TX 77002. These workshops address certification types, requirements and procedures to guide business owners through the certification process.
MWSBE/PDBE/ACDBE/DBE Certification Capabilities Expansion Request
Has your firm expanded into performing work in areas that are not included in your current MWSBE/PDBE/ACDBE/DBE certification profile? If so, you may request to expand your certification approval into those additional work areas by completing and submitting the “MWSBE/PDBE/ACDBE/DBE Expansion of Certification Capability Request Form” located at the following link:www.houstontx.gov/obo/docsandforms/expansionofcapabilityform.pdf.
Certification is valid for three calendar years from the date of initial certification. You must however update your certification annually in order to continue in the program. The Office of Business Opportunity will notify you of upcoming annual updates. Mail in a completedAnnual Update Affidavit (.pdf).
Texas Historically Underutilized Business (HUB)
Contingent on MBE and/or WBE certification approval, you may also be eligible for State of Texas Historically Underutilized Business (HUB) certification based on ethnicity, U.S. Citizenship, Texas residency and principal place of business. Please note: HUB certificate is issued directly by the State of Texas.
